Register for Pipeline Capacity Trading

This page outlines the requirements for registering as an Auction Participant in the Day-Ahead Auction (DAA) and for registering a Transport Service Provider (TSP) as a Part 24 Facility Operator. To register in a different energy market, please go to Energy Systems > Registration.

Registration is a key step for every person, business and organisation that wishes to participate in Pipeline Capacity Trading (PCT), including the Capacity Trading Platform (CTP) or DAA.

Registering for the CTP

As the CTP forms part of the Gas Supply Hub (GSH), participants must register as a GSH member to access the platform. To register as a GSH member, please visit the GSH registration page.

Registering for the DAA

To access the DAA, participants must register as an Auction Participant in the Capacity Auction. This section of the site contains the registration requirements and process for registering as an Auction Participant; it also includes a form to allow an Agent Participant to make changes to Appointing Participants.

Registering as a Transportation Service Provider (TSP)

A Transportation Service Provider (TSP) – also known as a Part 24 Facility Operator – owns, operates, or controls a transportation facility. Unless otherwise exempted, every TSP outside of the Victorian Declared Transmission System (DTS) must register as a Part 24 Facility Operator; it must also register its facility as a Part 24 facility.

If the facility has only one TSP, it must register as the facility operator and register the facility; if more than one person owns, operates or controls a transportation facility, they must jointly appoint a responsible TSP, which must register as the facility operator and register the facility.

These documents need to be supplied either with your application form, or beforehand, as they support your application for registration in PCT.

Auction agreement

To participate in the Capacity Auction members must complete two original signed copies of the auction agreement with their application. These form part of the Capacity Transfer and Auction Procedures.

Accession agreement

An Agent Participant may apply to AEMO using this template to make changes to Appointing Participants:

  • Include an additional person as an Appointing Participant for the agent participant, or
  • Remove an Appointing Participant for the Agent Participant.

Trustee deed

Where the Applicant is acting in a trustee capacity, they must complete and return the following Trustee Deed form. No changes can be made to the Trustee Deed other than the completion of details where highlighted.

When completing the form, a number of fields will update automatically when printed. To update the fields without printing, please press <Ctrl> + ‘P’ to simulate printing, then press <Esc> to return to the document without printing.

Terminate a primary facility agreement

The facility operator must complete this form when a primary facility agreement with an exchange member for a registered facility of the facility operator is terminated. The form should be read in conjunction with the Capacity Transfer and Auction Procedures.
