Demand-side Statement of Opportunities (DSOO)

The Australian Energy Market Operator (AEMO) is partnering with the Australian government’s Department of Climate Change, Energy, the Environment and Water (DCCEEW) to deliver the first Demand-side Statement of Opportunities (DSOO) report for the National Electricity Market (NEM).

The way energy is produced, stored and consumed continues to change in the NEM, with households and businesses playing a growing role alongside grid-scale infrastructure.

Household and business investment in technologies like rooftop solar, batteries, electric vehicles and efficient and/or flexible appliances are reshaping the scale and shape of electricity demand across the NEM, helping to deliver a lower cost energy system for all consumers.

Funded by DCCEEW, the initial DSOO will assess the potential contribution of demand-side opportunities to a lower-cost, reliable and lower-emissions energy system.

It will help to improve understanding of changes in energy demand and support a whole-of-system view to support future planning and policy development.

The DSOO complements the Integrated System Plan (ISP), the Electricity Statement of Opportunities (ESOO) and the Gas Statement of Opportunities (GSOO) in supporting long-term planning.

The DSOO is supported by FlexCost, a new publication being developed by CSIRO that will provide a demand-side equivalent to its GenCost report.

The Draft DSOO will be published for consultation by the end of 2026 and the Final DSOO by mid-2027.
