Consumer Energy Resources (CER) Data Exchange

Background

In 2024, the Australian Energy Market Operator (AEMO) in partnership with AusNet conducted the CER Data Exchange Industry Co-Design initiative. The project was a collaborative co-design process with industry for the development of a national consumer energy resources data exchange (CER Data Exchange). This initiative was supported by The Australian Renewable Energy Agency (ARENA) through a grant from its Advancing Renewables Program. The CER Data Exchange is a key enabler to a customer-centric, flexible and dynamic, and data-enabled electricity system. It is a crucial next step in CER Integration for the energy transition.

Through an industry co-design process, the project partners collaborated with industry and consumer stakeholder groups to develop an industry aligned high-level design for a national CER Data Exchange and Implementation Roadmap. AEMO published the final Industry Co-Design Report in April 2025.

Insights from the project provided clear industry support for AEMO to progress the detailed design and implementation of CDX, leveraging the capabilities delivered through the Market Interface Technology Enhancements (MITE) program.


Project scope and outcomes

The detailed design and implementation phase of the project officially kicked off in November 2025.

Resulting from the Industry Co-Design process, there were three main use-cases that were deemed priorities for the CDX to enable. These are:

  • Use Case 1: Broader Access to CER Standing Data
  • Use Case 2: Sharing and Receiving of Dynamic Operating Envelopes
  • Use Case 3: Network Support and Flex Capability Discovery

CDX is intended to provide a digital foundation for a future where integrated CER is a key part of an affordable, zero emissions and reliable electricity system. Since CDX focuses on organisation-to-organisation data sharing, MITE solutions - Industry Data Exchange (IDX) and Identity Access and Management (IDAM) will be leveraged to provide a consistent integration layer across the market via a bidirectional link between Data Providers, Data Consumers, existing AEMO systems such as the DER Register and other systems as required.


Regulatory and Technical Working Groups

This phase of the project is being executed on guidance from the Technical and Regulatory Working Groups, which comprises of key Industry Subject Matter Experts (SMEs) from Distribution Network Service Providers, Market Bodies, Retailers, Third Party Agents, Technology Providers and others.

AEMO has formed these two interdependent Working Groups to address the potential technical, governance, and regulatory barriers. The Working Group members are supporting the project team on topics or issues for discussion, providing expert input, strategic insights, and implementation considerations.

The Regulatory Working Group is considering governance and regulatory issues, organisation to organisation touch points and the interactions between the CER Data Exchange with other reforms.

The Technical Working Group is considering detailed infrastructure, transactions development including payload and schema design and integration with the broader IT ecosystem.

Upcoming steps

As of June 2026, AEMO is iterating the Use Case Requirements in collaboration with the Technical Working Group, incorporating feedback on data fields, actors who can access data and requirements that can be supported by the current solution and build a minimum viable product.

Additionally on the regulatory side, AEMO is currently working through regulatory issues that need to be addressed in order to ensure a seamless transition for Industry to use CDX.

AEMO is also progressing the implementation sequencing of the use cases, factoring in key interdependencies and alignment with related regulatory reform timelines.
