Consumer Energy Resources (CER) Data Exchange

Background

In 2024, the Australian Energy Market Operator (AEMO) in partnership with AusNet conducted the CER Data Exchange Industry Co-Design initiative. The project was a collaborative co-design process with industry for the development of a national consumer energy resources data exchange (CER Data Exchange). This initiative was supported by The Australian Renewable Energy Agency (ARENA) through a grant from its Advancing Renewables Program. All the materials produced by this initiative can be found via the CER Data Exchange Industry Co-Design Project AEMO site.

The CER Data Exchange is a key enabler to a customer-centric, flexible and dynamic, and data-enabled electricity system. It is a crucial next step in CER Integration for the energy transition. Through an industry co-design process, the project partners collaborated with industry and consumer stakeholder groups to develop an industry aligned high-level design for a national CER Data Exchange and Implementation Roadmap. The CER Data Exchange is intended to provide a digital foundation for a future where integrated CER is a key part of an affordable, zero emissions and reliable electricity system.

The Co-Design project finished up in May 2025 and the formation of the next stage moving through AEMO’s internal governance process. AEMO expects to proceed to Detailed Design and Implementation from August 2026.

Final Reports

On 30 April 2025, the CER Data Exchange Industry Co-Design Project team hosted its final public webinar, marking the completion of the co-design phase. The session outlined key insights from stakeholder engagement and the evolution of the high-level design.

The reports document stakeholder feedback, discussions, and recommendations and serve as a guiding reference for next stages of the CER Data Exchange:

  • Summary Report – A paper outlining key insights, outcomes and recommendations for establishing a national CER Data Exchange
  • High-Level Design – The functional framework and technical capabilities through three priority use cases to establish a national CER Data Exchange.
  • Cost Assessment – An overview of the methodology, assumptions and results of the cost assessment to implement the CER Data Exchange.
  • Implementation Plan – An implementation roadmap outlining key steps, technical and governance considerations, and timelines to support from planning to execution of the CER Data Exchange.
