AEMO Call for Expressions of Interest Victorian System Strength

The CEI process is now completed in which AEMO received a very strong response to the CEI offering a range of system strength services. Subsequently, AEMO is progressing an Invitation to Tender for shortlisted submissions as per the schedule outlined in the CEI with aims to enter into applicable contracts in July 2021.


On 13 December 2019, AEMO published a notice of fault level shortfall at Red Cliffs Terminal Station (RCTS) in Victoria under clause 5.20C.2(c) of the National Electricity Rules (NER). AEMO subsequently published a notice of change to system strength requirement and shortfall at RCTS on 6 August 2020, which revised the shortfall due to updated projections of available fault levels at Red Cliffs.

As the System Strength Service Provider for Victoria under the NER, AEMO has progressed remediation of this System Strength Gap in two stages – an immediate solution using existing providers, and a longer-term solution with a broader scope to include potential network and non-network options. AEMO has secured services under fixed term contracts from two existing facilities in the Red Cliffs area to meet the system strength requirements from August 2020.

AEMO is now seeking to procure a longer-term solution to address the System Strength Gap at Red Cliffs through a Call for Expressions of Interest (CEI).  Expressions of Interest must be submitted in accordance with the CEI by 5:00pm AEST on Wednesday, 7 October 2020.

It is requested that Recipients submit any questions related to the CEI to systemstrengthvic2@aemo.com.au.  

The procurement process will begin with AEMO seeking and evaluating information and proposals from potential system strength services providers. Following completion of this CEI process, an Invitation to Tender (ITT) is expected to commence in December 2020.
