Transgrid has published the Project Specification Consultation Report (PSCR) for Maintaining compliance with performance standards applicable to Cowra substation secondary systems. Publication of this PSCR represents the first step in the RIT-T process.

Cowra 132/66 kV substation comprises of 3x 132 kV feeders, 2x 132/66 kV transformers and 5x 66 kV feeders. It is a customer connection point supplying the Essential Energy 66 kV network in the area inclusive of Young, Canowindra and Grenfell. 

Secondary systems assets at Cowra substation are facing technological obsolescence. This obsolescence increases both the time to rectify defects and the risk that primary assets at the substation may not be able to reliably operate. Reactive replacement of failed secondary systems components is not sustainable and impacts our ability to meet the requirements of the National Electricity Rules (NER).

The purpose of this PSCR is to examine and consult on options to address the risk of secondary systems failure as a result of technological obsolescence at Cowra substation. The proposed investment will enable us to continue to meet the standards for secondary systems availability set out in the NER, and to avoid the impacts of taking primary assets out of service. Consequently, it is considered a reliability corrective action under the RIT-T.

Two credible network options have been identified that meet the underlying need from a technical, commercial, and project delivery perspective. Option 1 involves the replacement of individual assets and has a capital cost of $11.78 million ($2024-25). Option 2 focuses on a complete in-situ replacement and has a capital cost of $11.41 million ($2024-25). Option 2 has been identified as the preferred option that maximises net benefits to participants in the National Electricity Market (NEM). 

Transgrid welcomes written submissions on materials contained in this PSCR. Submissions are due on 3 May 2025.
