In November 2021, AEMO proposed to amend the Schedule of Rights & Obligations of Intending Participants, which is published by AEMO following approval by the Australian Energy Market Commission (AEMC) as required under rule 2.7(d) of the National Electricity Rules.

The proposed amendments aimed at extending the categories of Intending Participants whose planned activities, plants or facilities in the National Energy Market were not adequately catered for by the then current Schedule (in particular, intending Network Service Providers).

AEMO sought feedback from interested stakeholders on the proposed amendments to the Schedule, prior to seeking approval from the AEMC.

Stakeholders were invited to make written submissions on the proposed changes (published with its Change Proposal paper) by 5.00 pm (Melbourne time) on Thursday, by 16 December 2021.

As part of this consultation, AEMO received a written submission from Marinus Link Pty Ltd. Overall, it supported the proposed amendments on the basis that, among other things, this would facilitate timely and efficient investments by Intending Participants. In January 2022, pursuant to rule 2.7(d) of the National Electricity Rules, AEMO sought approval of the AEMC to amend the Schedule in accordance with the draft published on 25 November 2021.
