Consultation

AEMO has completed its consultation on the Credit Limit Procedures under clause 8.9 of the Rules and published a final report and determination.

Background

On 18 October 2012 the AEMC published its final determination and Rule as made. Under this Rule, clause 3.3.8 of the Rules requires AEMO to make credit limits procedures in accordance with the Rules consultation procedures. The Rule sets the framework for development of the credit limit procedures which will be used to determine each Market Participant’s credit support requirements in the NEM.

On 21 November 2012 AEMO published its draft determination on the credit limit procedures which take into account the final Rule and submissions made to the first round of consultation.

One submission was received in response to the second round of consultation and is published on this web page.

Final Determination

On 29 January 2013 AEMO published its final report and determination on the Credit Limit Procedures.

Changes from the draft determination include:

• An implementation date of 28 November 2013
• Editorial changes to avoid repetition and unnecessary text

• A supporting information document which is intended to provide further explanation of the approach and calculations in the credit limits procedure.
• An MCL calculator for the three seasons: winter 2011, shoulder 2011 and summer 2011-12 that will allow participant’s to assess the impact of the proposed credit limit procedures to their energy and reallocations data.
• An indicative data set of key variables that will allow participants to analyse the outcomes of the proposed credit limit procedures and compare these with the key variables under the current methodology (note that this data has not been modified to take into account the carbon price) .
• A powerpoint presentation on the Credit Limit Procedures.
