Updated generator combinations for SA system strength
AEMO is continuing to investigate system strength requirements in South Australia.
Through this work, AEMO has identified two additional generator combination which meet minimum system strength requirements in South Australia.
The new combinations are:
LOW_17B - 3 x Torrens Island B units + Osborne GT & ST + either Quarantine 5 or Dry Creek 1-3
LOW_20B - 1 x Torrens Island A units + 2 x Torrens Island B units + Osborne GT & ST + either Quarantine 5 or Dry Creek 1-3
The following combinations have been relabelled:
LOW_17 (3 x Torrens Island A units + Osborne GT & ST + either Quarantine 5 or Dry Creek 1-3) is now LOW_17A
LOW_20 (2 x Torrens Island A units + 1 x Torrens Island B units + Osborne GT & ST + either Quarantine 5 or Dry Creek 1-3) is now LOW_20A
LOW_22 (1 x Torrens Island B unit + Osborne GT & ST + Quarantine 5 + Dry Creek 1-3) is now LOW_22B
LOW_23 (1 x Torrens Island A unit + Osborne GT & ST + Quarantine 5 + Dry Creek 1-3) is now LOW_22A

LOW_15 - 1 x Torrens Island A units + 1 x Torrens Island B units + 1 x Pelican Point GT/ST units + Quarantine 5 / 3 x Dry Creek units
LOW_16 - 3 x Torrens Island A units + 1 x Pelican Point GT/ST units + Osborne GT/ST
Note: LOW_14 replaces LOW_12.

LOW_11 - 1 x Torrens Island A units + all Pelican Point units
LOW_12 - 3 x Torrens Island A units + 1 x Torrens Island B units + 1 x Pelican Point GT/ST units
LOW_13 - 1 x Torrens Island A units + 3 x Torrens Island B units + Osborne GT/ST
The limit on non-synchronous generation in South Australia when only a minimum strength requirement is met has also now been increased from 1200 to 1295 MW for the new and existing combinations. The limit for higher levels of synchronous generation has also been increased from 1700 to 1870 - Heywood (Vic to SA) transfers.

The advice also includes a guide as to which generator combinations are required to satisfy N-1 operational conditions.
The ID of the constraint equation which manages this limit has now changed from S_WIND_1200_AUTO to S_NIL_STRENGTH_1 and S_NIL_STRENGTH_2.

In order to maintain sufficient fault levels in SA and hence a secure operating state, the following constraint set was invoked at 1500hrs which operates in both Dispatch and Pre-Dispatch:
S_WIND_1200_AUTO
This constraint equation automates the process of applying the 1200 MW limit on the wind farms. If there is enough synchronous generation online it will be "swamped" out by adding 10000 to the right-hand side, otherwise the 1200 MW limit will be applied.

Change to FCAS Regulation constraint equations for managing time error
AEMO is changing the way the FCAS constraint equations work for automatically increasing the regulation when the time error exceeds 1.5s in the Mainland. Currently the regulation is required from all NEM regions when there is a Mainland (NSW, Qld, SA and Victoria) time error.
The change to be made is to set the FCAS regulation requirements for Mainland regions only when there is a Mainland time error exceedance.
The FCAS requirements from all NEM regions of 120 MW lower regulation and 130 MW raise regulation has not changed.
The calculation for the regulation is detailed in SO_OP3715, section 19.
This change will take effect at 1700 hrs on 25 October 2016.

Updates to Victorian system normal stability constraint equations
The Victorian system normal constraint equations that determine Victorian export limits based on transient stability and voltage stability at Heywood for Victoria to South Australia flows will be updated to a revised formulation on 25 July 2016 after 1330 hrs. This revised formulation models the effects of higher flows on Victoria to SA on Heywood and the new series capacitors at Black Range.
The changes are to the following constraint equations :
