Update to AEMO Electricity Market Notices 55119

The spot market in the South Australia region remains suspended under a Ministerial direction issued under the Essential Services Act 1981 (SA), in accordance with National Electricity Rule 3.14.3(a)(2).

During the period of market suspension, AEMO's first priority is to dispatch generation to ensure system security and stability. Subject to this, AEMO intends to follow standard processes for central dispatch as far as reasonably practical and permitted under the National Electricity Rules.

Unless otherwise instructed by AEMO, all South Australian scheduled and semi-scheduled generators must follow dispatch targets being issued by the NEM Dispatch Engine (NEMDE).

This approach is intended to assist in managing system security through the use of network constraint equations, and to facilitate an orderly transition to normal market operations, once the market suspension is lifted. Updates on the timing for resumption of the spot market will be provided via market notices when further information becomes available.

Update to South Australian Market Suspension- 2 Oct 2016

AEMO has received a Ministerial direction issued under the Essential Services Act 1981 (SA) to suspend the market in the South Australia region until the direction is revoked.

As the spot market in South Australia is currently suspended, that suspension continues until the Ministerial direction is revoked and all other conditions for resumption of the spot market are met. Updates will be provided periodically and when the situation changes.

During the suspension, spot prices and ancillary service prices in South Australia continue to be determined by the relevant market suspension pricing schedule developed and published under clause 3.14.5(l) of the NER.

The schedule is available on AEMO's website at https://www.aemo.com.au/Electricity/National-Electricity-Market-NEM/Data/Market-Management-System-MMS/Market-Suspension-Default-Pricing-Schedule and summarised for South Australia at https://www.aemo.com.au/Media-Centre/-/media/81C836099BE5483185D7774ECC1B2F8A.ashx.

Prices in the DISPATCHPRICE report will continue to be substituted with prices for energy and ancillary services in the published spot market suspension pricing schedule (see Market Notice 54989). The suspension flag in the report is only changed once those prices have been substituted. AEMO is progressively uploading the suspension prices.

AEMO also continues to review spot prices in other NEM regions that have had actual flow towards South Australia as required by clause 3.14.5(m) of the NER, and will progressively update prices that need to be capped in accordance with that clause.
