Update to system strength constraints in North Queensland

AEMO ELECTRICITY MARKET NOTICE

Refer to market notice 110677

AEMO and Powerlink are continuing to investigate system strength requirements in North Queensland.
Due to commissioning of new feeder 8905 (H13 Ross - H39 Woree) 275kV line in Far North Queensland, the system normal system strength equations for low North Queensland demands and all Karreya stations out of service conditions have been revised.

A revision to the constraint equations will be implemented at 1400 hrs on Tuesday 20th February 2024.

The new system strength combinations have now published in a limits advice document on AEMO's website. For more information refer to the new limits advice: https://www.aemo.com.au/energy-systems/electricity/national-electricity-market-nem/system-operations/congestion-information-resource/limits-advice

This advice contains all the combinations for Queensland for system normal cases.

Below constraint equations in the Q-NIL set will be modified:

- Q_NIL_STRGTH_KBWF
- Q_NIL_STRGTH_KBWF_I
- Q_NIL_STRGTH_HAUSF
- Q_NIL_STRGTH_HAUSF_I
- Q_NIL_STRGTH_MEWF

AEMO ELECTRICITY MARKET NOTICE

Actual Lack Of Reserve Level 3 (LOR3) in the VIC region - 13/02/2024

Customer load shedding of non-interruptible load is occurring in the VIC region as a result of a shortfall of available capacity reserves.

An Actual LOR3 condition has been declared under clause 4.8.4(b) of the National Electricity Rules for the VIC region from 1420 hrs.
The Actual LOR3 condition is not forecast in Pre Dispatch.

The maximum load to be interrupted is up to 450 MW from 1420 hrs 13/02/2024

Updated Victorian system normal voltage oscillation limit

AEMO ELECTRICITY MARKET NOTICE

AEMO has completed a comprehensive review on voltage oscillation issue in south-west Victoria with consideration of wider asynchronous generators in the area. The voltage oscillation occurs in the south-west region when Heywood interconnector flow is higher than 500 MW from South Australia to Victoria.

The limit will manage the total MW output from Stockyard Hill, Dundonnell and Macarthur wind farms during period when flow on Heywood interconnector higher than 500 MW towards Victoria.

The new constraint equation includes asynchronous generators in south-west Victoria on the left-hand side. This limit is to replace the existing south-west Victoria voltage oscillation limit. Full details on the limits advice are to be published shortly on the AEMO website: https://aemo.com.au/energy-systems/electricity/national-electricity-market-nem/system-operations/congestion-information-resource/limits-advice

The following changes will be implemented at 1000 hrs on Friday 3rd November 2023
? Constraint equation will be removed from constraint set V-NIL:
V_SHWF_FLT_286

? Constraint equation will be implemented and added to constraint set V-NIL:
V_SH_DD_MAC_FLT_965

For full details on the formulation, the new constraint equation has now been loaded into AEMO's pre-production systems.
