Further to Market Notices 55036 and 55046 issued at 13:38 and 18:28 respectively on 28/09/2016

As the black system condition no longer exists, AEMO has reviewed the remaining conditions for resumption of the electricity spot market in the South Australia region, in accordance with its power system operating procedure SO-OP-3706 (Failure of Market or Market Systems) section 11.

At the present time, AEMO has insufficient information about the original cause of the market suspension to assess the possibility of the spot market being suspended again in the next 24 hours due to the same cause. Consequently the spot market in South Australia remains suspended until further notice.

For the duration of the suspension, spot prices and ancillary service prices in South Australia are determined by the relevant market suspension pricing schedule developed and published in accordance with clause 3.14.5(l) of the NER. The schedule is available on AEMO's website at https://www.aemo.com.au/Electricity/National-Electricity-Market-NEM/Data/Market-Management-System-MMS/Market-Suspension-Default-Pricing-Schedule and summarised for South Australia at https://www.aemo.com.au/Media-Centre/-/media/81C836099BE5483185D7774ECC1B2F8A.ashx.

Prices in the DISPATCHPRICE report will continue to be substituted with prices for energy and ancillary services in the published spot market suspension pricing schedule (see Market Notice 54989). The suspension flag in the report is only changed once those prices have been substituted. AEMO is progressively uploading the suspension prices.

AEMO is also continuing to review prices in other regions as required by the National Electricity Rules. Spot prices in other NEM regions that have had actual flow towards South Australia may also need to be capped in accordance with clause 3.14.5(m). This will also be done as soon as practicable.

Update to South Australian Spot Market suspension

Further to Market Notice 55033 issued at 10:04 on 28/09/2016.

AEMO has reviewed the conditions for suspension of the electricity spot market in the South Australia region and considers that it remains impossible to operate the spot market in South Australia in accordance with the National Electricity Rules (NER).

The suspension flag in the report is only changed once those prices have been substituted. AEMO is working on uploading the suspension prices as soon as possible.

AEMO will also review prices in other regions as required by the National Electricity Rules, within one business day after the suspension is lifted. Spot prices in other NEM regions that have had actual flow towards South Australia may also need to be capped in accordance with clause 3.14.5(m). This will also be done as soon as practicable.

South Australia Market suspension update

Further to Market Notice 54987 and 54989 issued at 16:27 and 16:32 respectively on 28/09/2016.

AEMO confirms the conditions for suspension of the electricity spot market in the South Australia region described in clause 3.14.3(a) of the National Electricity Rules (NER) remain in place. Although a substantial amount of load has been restored in South Australia, AEMO is unable to operate the spot market in significant parts of the north of South Australia in accordance with normal dispatch processes. Consequently the spot market in South Australia remains suspended until further notice.

For the duration of the suspension, spot prices and ancillary service prices in South Australia are determined by the relevant market suspension pricing schedule developed and published in accordance with clause 3.14.5(l) of the NER. The schedule is available on AEMO's website at https://www.aemo.com.au/Electricity/National-Electricity-Market-NEM/Data/Market-Management-System-MMS/Market-Suspension-Default-Pricing-Schedule.

Prices in the DISPATCHPRICE report will be substituted with prices for energy and ancillary services in the published market suspension pricing schedule (see Market Notice 54989). The suspension flag in the report is only changed once those prices have been substituted. We are working on uploading the suspension prices as soon as possible.

Suspension pricing will be applicable until AEMO issues a further market notice lifting the spot market suspension. AEMO will give four hours notice prior to lifting the spot market suspension.

AEMO will then review prices in other regions as required by the National Electricity Rules, within one business day after the suspension is lifted. Spot prices in other NEM regions that have had actual flow towards South Australia may also need to be capped in accordance with clause 3.14.5(m). This will also be done as soon as practicable.
