Possible intervention to manage power system security in South Australia (SA) Region 16/07/2018

AEMO ELECTRICITY MARKET NOTICE

The synchronous generating units expected to be synchronised in SA from 2230 hrs 16/07/2018 to 0630 hrs 16/07/2018 in Pre-dispatch published at 1330 hrs 17/07/2018 are inadequate to maintain sufficient system strength in SA and hence a secure operating state.

AEMO currently estimates that, in the absence of sufficient market response by 1630 hrs 16/07/2018, AEMO may need to intervene by issuing a direction requiring one or more SA synchronous generating unit(s) to operate or remain synchronised from 2230 hrs 16/07/2018 to 0630 hrs 17/07/2018, to maintain power system security in SA.

Possible intervention to manage power system security in South Australia (SA) Region

The synchronous generating units expected to be synchronised in SA from 0030 hrs 15/07/2018 to 1430 hrs 15/7/2018 in Pre-dispatch published at 1500 hrs 14/07/2018 are inadequate to maintain sufficient system strength in SA and hence a secure operating state.

Planned outage of Tailem Bend - Cherry Garden 275kV line in the SA region rescheduled on 11/07/2018

AEMO ELECTRICITY MARKET NOTICE

The Tailem Bend - Cherry Garden 275kV line in South Australia (SA) region previously scheduled to take place from 11/07/2018 08:00 to 14/07/2018 17:30. (Market Notice 63141) has been rescheduled to 11/07/2018 12:30 to 14/07/2018 17:30.

During this outage, SA will remain connected to the rest of the NEM via the Tungkillo - Tailem Bend 275kV line and the 132kV network.

A credible contingency event on the Tungkillo - Tailem Bend 275kV line during this planned outage will sever the 275kV connections between the NEM and SA. If SA remains connected to the NEM via the 132kV network, this will pose a system security issue.

If the above credible contingency occurs, 35 MW of raise and lower regulation FCAS will be sourced from within SA.

If this occurs, AEMO will take all necessary steps as outlined in Section 6.1 of SO-OP-3715 Power System Security Guideline to separate the 132kV network and therefore manage an orderly separation of SA from the NEM.

Improvements to Projected Assessment of System Adequacy (PDPASA and STPASA) systems

AEMO ELECTRICITY MARKET NOTICE

Please be advised that AEMO is implementing an improvement to publication of reserves via its Pre-dispatch Projected Assessment of System Adequacy (PDPASA) and STPASA systems. The change enables PASA to first utilise the energy limited plant to minimise LOR conditions and then allocate the remaining energy limited plant proportional to regional demand in reserve reporting.

Market participants were advised of this change in the NEM Consultative Forum on 26 June 2018.

Implementation of this change is scheduled at 1000 hrs on Wednesday 11 July 2018.

Planned outage of Tailem Bend - South East 275kV No 2 line in the SA region beginning on 06/08/2018

AEMO ELECTRICITY MARKET NOTICE

The Tailem Bend - South East 275kV No 2 line and Tailem Bend 275kV West Bus in South Australia (SA) region are planned to be out of service from 0830 hrs on 06/08/2018 to 1730 hrs on 12/08/2018.

During this outage, SA will remain connected to the rest of the NEM via the Tailem Bend - South East 275kV No 1 line and the 132kV network.

A credible contingency event on the Tailem Bend - South East 275kV No 1 line or Tailem Bend - Tunkillo 275 kV line during this planned outage will sever the 275kV connections between the NEM and SA. If SA remains connected to the NEM via the 132kV network, this will pose a system security issue.

If one of the above credible contingencies occurs, 35 MW of raise and lower regulation FCAS will be sourced from within SA.

If this occurs, AEMO will take all necessary steps as outlined in Section 6.1 of SO-OP-3715 Power System Security Guideline to separate the 132kV network and therefore manage an orderly separation of SA from the NEM.
