New Victorian system normal voltage stability limit

AEMO ELECTRICITY MARKET NOTICE

AEMO has identified a new voltage collapse issue in south-west Victoria. The voltage collapse occurs in the south-west region for loss of the Haunted Gully to Moorabool 500 kV line with simultaneous trip of both APD potlines as per Market Notice 91405.

The limit will manage flow towards Moorabool on the cut-set of Haunted Gully to Moorabool and Mortlake to Moorabool 500 kV lines.

The new constraint equation includes generators in south-west Victoria on the left-hand side as well as Heywood interconnector. Update to Vic to NSW voltage collapse limit

AEMO ELECTRICITY MARKET NOTICE

Refer to Market Notice 82819

AEMO has completed a comprehensive review of the system normal voltage stability limit for loss of all APD potlines for flows from Victoria to New South Wales. The revised limit is the result of latest network configuration, comprehensive generation/load patterns, and recent commissioned generators in Victoria and southern NSW which could potentially mean higher transfers into NSW under some generation/load scenarios.

The revised constraint equation includes generators in southern NSW, north-west Victoria and hydro generation at Mt. Beauty on the left-hand side as well as VIC1-NSW1 and Murraylink. The constraint is most likely to bind when there is low Vic demands and high transfers to NSW. When it binds it will restrict Vic to NSW transfers and southern NSW units.

This revised limit will be implemented to the following constraint equation at 1000 hrs Thursday 18th August 2022.

Update to System strength requirements in North Queensland

AEMO ELECTRICITY MARKET NOTICE

Refer to market notice 93841

AEMO and Powerlink are continuing to investigate system strength requirements in North Queensland.
Due to reduced numbers of Gladstone units online, the system normal equations have been revised to include below combination.

-If Stanwell >=2, Stanwell + Calllide >=3, Gladstone >= 1, Stanwell + Callide + Gladstone >= 7, Kareeya >=2, Haughton Syncon status = ON, North Queensland load >=250 MW,
Ross+FNQ load >=100 MW, limit Mt Emerald Windfarm to 80% and no limit to other solar farms.

A revision to the constraint equations will be implemented at 1100 hrs on Tuesday 16th August 2022.

The new combinations will be published in a limits advice document on AEMO's website on Wednesday 17th August 2022.

Update to SA to Victoria limits for Para SVC outage

AEMO ELECTRICITY MARKET NOTICE

AEMO has been working with ElectraNet on a review of the oscillatory stability limits for the Para SVC outage for flows from South Australia to Victoria.

From that review the these limits from SA to Vic have been increased by 50 MW. The limit on Heywood has changed to 470 MW and for Heywood + Murraylink to 620 MW when the oscillatory stability monitoring is in service. If oscillatory monitoring is not in service the 50 MW increase will not apply.

The revised constraints were implemented in the constraint set S-PA_VC1 at 1300 hrs Friday 24th June 2022:

Update to Vic to NSW transient stability limit

AEMO ELECTRICITY MARKET NOTICE

AEMO has completed a comprehensive review of the system normal transient stability limit for loss of a Hazelwood to South Morang 500 kV line for flows from Victoria to New South Wales. The revised limit takes into account a larger range of inertias, demands, interconnector flows and many different plants online. The revised limit is generally lower than the existing limit due to lower demands and inertias in the Victorian system since the last review back in 2016. However, it is expected the revised limit will normally be under-cut by the Victorian export voltage collapse limit for loss of all APD potlines.

The revised constraint equation includes generators in southern NSW and generation in Victoria on the left-hand side as well as interconnectors. This revised limit will be implemented to the Victorian system normal constraint set V-NIL at 1000 hrs Tuesday 5th April 2022, with the following changes:

- V::N_NIL_Q2
Constraint equations to add:
- V::N_NIL_V1
- V::N_NIL_V2
- V::N_NIL_O1
- V::N_NIL_O2

These constraint equation changes have already been applied in AEMO's PreProduction systems.

Update to system normal constraint equation in NSW for voltage collapse at Darlington Point

AEMO ELECTRICITY MARKET NOTICE

Refer to Market Notice 90954

TransGrid has advised AEMO of a revision to the Darlington Point to Wagga (63) 330 kV line voltage collapse limit due to changes in a control scheme in the area. With this change the current voltage collapse limit will be replaced by a transient voltage limit - and allow for increased flows on 63 line.

AEMO has reviewed the limit advice and will make the following constraint equation changes at 1300 hrs Wednesday 1st December 2021:
Add - N::N_NIL_63
Remove - N^^N_NIL_2

The limit is for pre-contingent flow on 63 line. The constraint equation includes generators in south-west NSW and north-west Victoria on the left-hand side as well as Murraylink.

AEMO has published 15 new generator combinations for four synchronous condenser operation in South Australia.

These new 15 combinations (as well as the 6 published previously) apply under system normal, risk of islanding and SA island conditions.
