IPRR Implementation Reset
After careful evaluation during implementation planning, in April 2026, AEMO proposed to temporarily pause and reset the delivery path for the Integrating Price Responsive Resources into the NEM (IPRR) rule implementation.
AEMO identified the following:
- Resourcing constraints and competing priorities (particularly in NEM scheduling, portfolio management and settlements)
- IT environment limitations leading to congestion across in-flight projects
- Further increased solution complexity than anticipated, increasing effort, duration and cost
- Some elements of the policy design are too complex and costly to implement.
AEMO is currently working with industry to clarify the approach to a staged implementation. This includes the following consultations.
Consultation on the staged approach
AEMO has undertaken comprehensive engagement activities to clarify the overall approach. This included one to one’s, question and answer sessions, information sessions, publishing a Consultation Paper and a summary report of the findings from the Consultation. This process has now completed with feedback feeding into subsequent consultation below.
In parallel with industry consultations, AEMO has submitted a rule change request to the AEMC to defer the implementation of elements of the Integrating price-responsive resources rule change (dispatch mode and incentive mechanism) accordingly.
Consultation on Stage 1
AEMO has commenced consultation on Stage 1 with the IPRR Stage 1 Approach Paper. This builds on the earlier consultation on the staged delivery approach.
The Approach Paper responds to relevant stakeholder feedback. It sets out the proposed Stage 1 design, objectives and intended learnings. It also outlines the proposed content of the IPRR Trial Participation Guidelines.
AEMO will use feedback on the Approach Paper to develop the Draft IPRR Trial Participation Guidelines. These will be published for further consultation. See the Stage 1 consultation page for more information.
