Call for Expression of Interest for System Restart Service (SWIS-wide)

AEMO is seeking Expressions of Interest (EOI) to understand the availability, location and readiness of Facilities that may be able to provide System Restart Service across the SWIS.

Previous System Restart Service engagements have indicated that other existing or new Facilities may also be capable of providing System Restart Service, subject to necessary site works, testing and lead times.

AEMO invites Market Participants, or prospective Market Participants, with Facilities capable of providing System Restart Service to make submissions for:

• a Facility with System Restart Service capability to commence from 23 October 2028 (EOI Part 1); and
• a Facility with System Restart Service capability to commence only after October 2030 (EOI Part 2).

AEMO welcomes submissions for either existing or proposed Facilities with different technology configurations to submit an EOI. The EOI will be used by AEMO to determine the requirements of a subsequent tender, such as the location of the service (Sub-Network) and service commencement period.

AEMO will specifically use the information from the EOI to:

• identify a short-list of candidates that are able to meet the System Restart Standard;
• assess the efficacy to provide System Restart Services;
• review and potentially amend the System Restart Standard, including the Electrical Sub-Network boundaries (i.e. this is to determine the location AEMO will be tendering for the System Restart Service); and
• confirm with short-listed candidates any necessary upgrades or capital works to be compliant with the future System Restart Standard and the System Restart Service Specification and identify associated timelines to provide the service.

• will be treated as confidential information under applicable Electricity System and Market Rules.

Submissions must be provided via VendorPanel in accordance with the EOI Guideline by 5pm AWST on 9 November 2026.
