Matter under consultation

On 19 December 2024, the Australian Energy Market Commission (AEMC) made a final rule (National Electricity Amendment (Integrating price-responsive resources into the NEM) Rule 2024) introducing a voluntary framework known as “dispatch mode” to integrate presently unscheduled price-responsive energy resources into NEM scheduling and dispatch processes. The initial timeline provided for operation commencement of the new “IPRR dispatch mode” was 23 May 2027. This date has been revised after AEMO proposed a temporary pause and reset of the delivery path in April 2026.

Following consultation on a proposed staged delivery approach for IPRR, AEMO is developing the IPRR Trial Participation Guidelines for Stage 1. The consultation will commence with an Approach Paper setting out AEMO’s proposed Stage 1 trial participation arrangements. Feedback received will inform the development of the draft Guidelines, which will be published for further consultation before the Guidelines are finalised.
AEMO thanks all stakeholders for their feedback on the proposed staged delivery approach, which was undertaken to assist in shaping requirements for Stage 1 of the trial.

Scope

The Guidelines will provide prospective Stage 1 participants with the requirements and processes for participation in the Stage 1 trial. These include the pathway to participation, participation limits, information provision requirements, operational requirements, settlements and compensation arrangements, and reporting requirements.

Stage 1 aims to provide practical experience and lessons to support broader the IPRR implementation.
