Altering a generating system or integrated resource system – NER 5.3.9 Process

The process for generating system and integrated resource system alterations is commonly referred to as the NER 5.3.9 process because it is initiated under clause 5.3.9 of the National Electricity Rules (NER).

Proponents will need to engage with the NER 5.3.9 process to propose any alteration to a generating system or integrated resource system with a possible impact to its performance, the power system, or other network users.

The NER 5.3.9 process is, in effect, a change management process which enables the Network Service Provider (NSP) and the Australian Energy Market Operator (AEMO) to:

  • maintain visibility of system alterations as proposed and implemented
  • assess the impact of a proposed system alteration on the power system
  • where appropriate, re-negotiate performance standards affected by the proposed alteration

The NER 5.3.9 process is also intended to provide appropriate levels of investment certainty for Proponents.

Process resources

Working in collaboration with industry as part of the Connections Reform Initiative (CRI), AEMO has developed a series of resources to support Proponents in undertaking a NER 5.3.9 application. These resources aim to assist Proponents through the alterations process with the intent of making it more efficient. These are live documents and feedback is welcome anytime.

AEMO is also working on other supporting scenario fact sheets to set out guidance for specific alteration scenarios identified by industry including:

  • Adding BESS behind a connection point
  • Firmware updates
  • Like-For-Like replacements
  • R1 stage alterations

These should be available by June 2025.

Modelling requirements for legacy plant in the context of a NER 5.3.9 alteration are referred to in the NER 5.3.9 process guideline. AEMO will be reviewing the Power System Model Guidelines (PSMG) requirements for legacy plant modelling and will update the 5.3.9 guideline when that review is complete.
