[EventId:202109171605_NRM_QLD1_NSW1_started] NEGRES CONSTRAINT NRM_QLD1_NSW1 started operating from 17 September 2021 16:05
Issued by Australian Energy Market Operator Ltd at 1605 hrs on 17 September 2021
ACTUAL NEGATIVE SETTLEMENT RESIDUES - QLD to NSW - 17 September 2021.
Electricity Market outcomes have resulted in the accumulation of negative settlement residues that have exceeded the allowable negative residue threshold for the QLD to NSW directional interconnector.
The negative residue constraint set NRM_QLD1_NSW1 commenced operating from 1605 hrs on 17 September 2021.
This constraint set contains an equation with the following interconnectors on the LHS:
N-Q-MNSP1
NSW1-QLD1
The RHS of the constraint equation may be adjusted to manage residues.

Inter-regional transfer limit variation - Wodonga - Jindera 330 kV Line - Vic Region - 17/09/2021
Inter-regional transfer limit variation - Wodonga - Jindera 330 kV Line - Vic Region - 17/09/2021
A planned outage of Wodonga - Jindera 330 kV Line in the Vic region was scheduled from 0630 hrs 17/09/2021 to 1900 hrs 17/09/2021.
The return to service of the planned outage has been rescheduled for completion for 2300 hrs 17/09/2021
Constraint set(s) invoked:
I-JNWO_RADIAL
N-DPWG_63_X5
V-DBUSS_T
V-DBUSS_L
This constraint set(s) contains equations with the following interconnectors on the LHS.
N-Q-MNSP1
NSW1 - QLD1
T-V-MNSP1
V-SA
V-S-MNSP1
VIC1- NSW1

Planned outage of Heywood - South East No.1 line in the South Australia (SA) region on 21/09/2021 and 22/09/2021
The Heywood - South East No.1 line in the South Australia (SA) region is planned to be out of service as follows:
- 1700 hrs to 2300 hrs on 21/09/2021; and
- 1700 hrs to 2300 hrs on 22/09/2021.
A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.
The credible separation contingency is managed as follows:
-When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
-When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
-Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.
Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.
The following constraint sets have been invoked for this outage:
F-I-HYSE
I-HYSE
I-VS_050
S-HYSE
V-HYTX_M12
Refer AEMO Network Outage Schedule (NOS) for further details.
