Direction - SA region - 23/05/2020

AEMO ELECTRICITY MARKET NOTICE.

In accordance with section 116 of the National Electricity Law, AEMO has issued a direction to a participant in the SA region. For the purposes of the National Electricity Rules this is a direction under clause 4.8.9(a).

The direction was necessary to maintain the power system in a secure operating state.

AEMO may issue or revoke additional directions in order to meet the current requirement, unless sufficient market response is provided. A further market notice will be issued when all directions related to this requirement have been cancelled.

The issue of the direction commences an AEMO intervention event. AEMO declares all dispatch intervals during the event to be intervention dispatch intervals, commencing from the interval ending 1805 hrs on 23/05/2020.

Intervention pricing does not apply to this AEMO intervention event.

Possible intervention to manage power system security in South Australia (SA) Region

AEMO ELECTRICITY MARKET NOTICE

The synchronous generating units expected to be synchronised in SA from 0130 hrs 24/05/2020 to 1530 hrs 24/05/2020 in Pre-dispatch published at 1330 hrs 23/05/2020 are inadequate to maintain sufficient system strength in SA and hence a secure operating state.

AEMO currently estimates that, in the absence of sufficient market response by 1800 hrs 23/05/2020, AEMO may need to intervene by issuing a direction requiring one or more SA synchronous generating unit(s) to operate or remain synchronised to maintain power system security in SA.

New system normal constraint equation in Victoria for voltage collapse on trip of Ballarat - Waubra - Ararat line

AEMO ELECTRICITY MARKET NOTICE

In the event of a trip of the Ballarat - Waubra - Ararat 220 kV line the Ararat, Crowlands, Bulgana, Murra Warra and Waubra wind farms will be tripped off. AEMO has completed work on a revised voltage collapse limit for this contingency which will replace the existing 600 MW cap on these generators. FCAS constraint equations have also been developed for this contingency.

The energy constraint equation includes generators in south-west NSW and north-west Victoria on the left-hand side as well as VIC1-NSW1.

The following constraint equations will be implemented at 1000 hrs Monday 25th May 2020.

Planned outage of Tungkillo - Tailem Bend 275 kV line in the SA region on 25/05/2020

AEMO ELECTRICITY MARKET NOTICE

The Tungkillo - Tailem Bend 275 kV line in South Australia (SA) region is planned to be out of service from 0930 hrs to 1630 hrs on 25/05/2020.

During this outage, SA will remain connected to the rest of the NEM via the Tailem Bend - Cherry Gardens 275 kV line and the 132kV network.

A credible contingency event on the Tailem Bend - Cherry Gardens 275 kV line during this planned outage will sever the 275kV connections between Victoria and SA. If SA remains connected to Victoria via the 132kV network only, this will pose a system security issue.

If the above credible contingencies occurs, AEMO will take all necessary steps as outlined in Section 3.1 of SO_OP_3715 Power System Security Guideline to separate the 132kV network and therefore manage an orderly separation of SA from the rest of the NEM.
