On 13 March 2025, AEMO released its Draft ISP Methodology which started the second stage of a two-stage consultation process to review the ISP Methodology.

The ISP Methodology sets out the market modelling and cost benefit analysis approaches applied to prepare the ISP and is updated as a draft to incorporate the Energy Minister's response to the ISP Review.

During the first stage of consultation on the ISP Methodology Issues Paper, AEMO received 37 published submissions (written and verbal) with recommendations on topics including consumer energy resources (CER), gas infrastructure, actionable transmission projects, and other forecasting, modelling and analysis recommendations.

The consultation paper includes a detailed overview of all stakeholder feedback and AEMO’s responses.

During this second stage of consultation, AEMO welcomes stakeholder feedback on proposed changes to the ISP Methodology including:

  • expanding the consideration of gas infrastructure
  • representation of distribution network capabilities and opportunities for CER, and
  • a revised approach for testing actionable project timings.

Thank you to stakeholders who have provided feedback to date. This has been integral to developing the draft methodology, and ensuring it continues to guide and support the development of future ISPs.

Consultation on the Draft ISP Methodology is open from 13 March to 14 April 2025.

We encourage all interested stakeholders to register to attend the Draft ISP Methodology Publication Webinar from 3:30pm to 5:00pm AEDT on 3 April 2025. We encourage all Consumer Advocates to register to attend a verbal submission session on 14 April 2025.

Consultation submissions are due by 5.00pm (AEST) 14 April 2025 via email to ISP@aemo.com.au.

The final ISP Methodology will be published by 25 June 2025.
