RIRG Guideline and Form Go Live27 Jun 2025
As a result of the recent rule change (the National Electricity Amendment (Enhancing investment certainty in the R1 process) Rule 2024 (R1 process rule)), AEMO is required to expand the registration information resource and guidelines (RIRG) to cover the new requirements for the capability assessment set out in National Electricity Rule (NER) 5.3.7A.
The RIRG is a suite of materials that AEMO has developed to assist parties in relation to registration in the National Electricity Market (NEM).
AEMO is consulting on the draft R1 Capability Assessment Guideline (Guideline), which will form part of the RIRG, to describe the process for the capability assessment. The Guideline has been co-designed by a cross-section of industry focus group participants through the Connections Reform Initiative (CRI). We thank all parties who have contributed to its creation.
The draft Guideline includes:
- The data and information that must be provided to AEMO and the relevant NSP to allow them to commence the capability assessment.
- Examples of the circumstances in which additional data and information may be requested, and examples of the data and information to satisfy such a request.
- How AEMO may assess the data and information, and whether there will be any adverse power system impacts.
- The circumstances under which AEMO will agree to terms and conditions on registration and the nature of those terms and conditions.
AEMO is also consulting on an associated draft R1 Capability Assessment Request Form (Form) to be used by Connection Applicants seeking registration as a Generator or Integrated Resource Provider. The draft Form is intended as a prompt to support these Connection Applicants to provide initial data and information as identified in the draft Guideline.
The consultation period is open from 16 April 2025 to 16 May 2025.
This consultation follows the expedited rules consultation procedure in NER 8.9.3. If you consider that AEMO should follow the standard, rather than expedited, consultation procedure for this proposal, you can submit a procedure change request within 10 business days after publication of this draft report. Any procedure change request must be sent to contact.connections@aemo.com.au by 5:00pm (AEDT) on 01 May 2025.
AEMO welcomes written submissions from interested persons on the draft report, draft guideline and draft request form to contact.connections@aemo.com.au by 5:00pm (AEDT) on 16 May 2025.
