Overview

AEMO has consulted on changes to the Constraint Formulation Guidelines in accordance with the transitional rule for the National Electricity Amendment (Inter-regional settlements residue arrangements for transmission loops) Rule 2025. These changes to the Constraint Formulation Guidelines are required to integrate Project Energy Connect (PEC) in AEMO’s market systems (NEMDE). The consultation was conducted under 3.8.10(c) and 11.188.3(a) in accordance with the expedited rules consultation procedure in NER 8.9.3.

AEMO will reflect PEC in NEMDE through the creation of a new interconnector between New South Wales, South Australia and Victoria. AEMO consulted on the proposed change to the Constraint Formulation Guidelines, to include a new sub-section 6.6, ‘Other types of constraint equations’, which describes the general form of the constraint equation in a transmission loop between New South Wales, South Australia and Victoria.

The Constraint Formulation Guidelines effective date is 1 October 2026.
