As required by National Electricity Rule (NER) 3.15.6AA(f), AEMO consulted on the proposal for non-material changes to the Frequency Contribution Factors Procedure (FCFP) in accordance with the expedited rules consultation procedure in NER 8.9.3.

As part of consultation, AEMO proposed four non-material changes to the FCFP, being:

  • The addition of detail about how AEMO determines the total amount of generation in a National Electricity Market region
  • Correcting an error in the formulas for used raise and used lower regulation frequency control ancillary services
  • Adding a clarification to the formulas for calculating the raise and lower requirements for corrective response
  • Adopting a change being made to the NER in relation to the allocation of non-energy cost recovery amounts.

Expedited consultation process

AEMO considered that the expedited rules consultation procedure was appropriate for the proposal because it was not expected to have a significant impact on:

  • The NEM wholesale market or power system, because the proposal corrects errors and provides additional explanation without changing any methodologies or requirements (in the third instance).
  • The activities of the groups of registered participants that the proposal relates to, because the proposal is consistent with the intended operation of the frequency performance payment (FPP) arrangements scheduled to take effect on 8 June 2025.

AEMO received no submissions on its draft report on the proposal.
