Jemena Electricity Networks (Vic) Ltd. (JEN) and Powercor Australia Ltd. (Powercor), are regulated electricity Distribution Network Service Providers (DNSPs) operating in Victoria, servicing more than 384,000 and 945,000 customers respectively, within Melbourne’s northern and western greater metropolitan area, and in western regional Victoria.

JEN and Powercor are undertaking this Regulatory Investment Test for Transmission (RIT-T) to evaluate options to maintain reliability of supply and to connect new major customer load within Keilor Terminal Station (KTS) supply area. This Project Specification Consultation Report (PSCR) is the first stage of the RIT-T consultation process to enable prospective non-network and standalone power system (SAPS) providers to propose alternative credible options, including demand-side response or embedded generation and storage solutions.

JEN and Powercor invite written submissions and enquiries on the matters and the credible options presented in the PSCR and invite proposal from proponents of potential non-network options. Submissions will be published, unless directed otherwise by party making the submission, and should be emailed to both PlanningRequest@jemena.com.au and rittenquiries@powercor.com.au on or before 5 September 2025.

Following conclusion of the PCSR consultation period, JEN and Powercor will, having regard to any submissions received on the PSCR, prepare and publish a Project Assessment Draft Report (PADR). JEN and Powercor intend on publishing the PADR by the fourth quarter of 2025.
