The changes proposed in this Proposed Procedure Change (PPC) support the implementation of the following two reforms to improve life support processes and protection for life support customers in the east coast gas retail market:
- The Australian Energy Market Commission (AEMC) National Energy Retail Amendment (Improving life support processes) Rule 2026 No. 2, which can be found here.
- The Essential Services Commission (ESC) Better protection for Life Support Customers in Victoria, with the updated rules of the Energy Retail Code of Practice, the Gas Distribution Code of Practice and the Electricity Distribution Code of Practice, which can be found here.
Submissions are due COB 17 November 2026.
