Matter under consultation

AEMO has published contingency Frequency Control Ancillary Services (FCAS) Registration Guides to assist market participants in registering plant in the contingency FCAS markets.

Following a review, AEMO is proposing updates to these documents to provide clearer guidance on registration assessment expectations. These updates aim to improve transparency and certainty for participants during the registration process, ensuring facilities can demonstrate their technical capabilities and enabling more accurate verification of frequency response to enhance system security.

The review covers two documents:

Both Guides incorporate changes informed by feedback and insights from previous applications and compliance assessments. A summary of all proposed changes is provided in the Updates to Contingency FCAS Registration Guides Draft Report.

Although formal consultation is not required under the National Electricity Rules (NER), AEMO is conducting a targeted, non‑material consultation on the draft Guides in accordance with the consultation procedure (NER 8.9.3) and is seeking stakeholder feedback prior to finalising and publishing the updated Guides.

Submissions are due to [email protected] by 5pm (AEST) on 22 July 2026. Submissions will be published to AEMO’s website, other than confidential material, as per AEMO’s consultation submission guidelines.
