Procedure change proposal
Electricity System and Market Rules – Clause 2.10
Date of Notice: 13 August 2026
Matter under consultation
AEMO commenced the Procedure Change Process to propose amendments to the WEM Procedure: Dispatch of Demand Side Programmes as a result of updates to the ESM Rules as a result of the Reserve Capacity Mechanism Review.
AEMO proposed the following amendments to the Procedure to ensure consistency with the Amending Rules:
- Updates to the process for determining dispatch of DSPs about how AEMO creates a DSP Dispatch Merit Order and determines whether a Demand Side Programme will be included.
- Creating new defined terms ‘DSP Dispatch Merit Order’ and Eligible Demand Side Programme’ to support implementation of the changes.
On 6 February 2025 the State Electricity Objective (SEO) replaced the Wholesale Market Objectives under section 3A of the Electricity Industry Act 2004. Following an assessment, AEMO considers the Procedure is consistent with the SEO.
