Electricity System and Market Rules – Clause 2.10

Matter under Consultation

AEMO commenced the Procedure Change Process to propose amendments to refine the drafting of the WEM Procedure for Dispatch Settlement and Monitoring Data which commenced on 1 October 2023.

AEMO proposed Minor improvements to the WEM Procedure to:

  • provide a clearer description of the procedure to be followed by Rule Participants providing settlement and monitoring data, and to
  • clarify the description of methods, processes, and information AEMO will use to determine estimates to support the Relevant Level Method.

AEMO notes that these changes better achieve the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the ESM Rules). On 6 February 2025 the State Electricity Objective (SEO) replaced the Wholesale Market Objectives under section 3A of the Electricity Industry Act 2004.  Following an assessment, AEMO considers the Procedure is consistent with the SEO.

Notice of Extension to the closing date for submissions on the Procedure Change Proposal

The closing date for submissions on the Dispatch Settlement and Monitoring Data Procedure Change Proposal was extended to 5 March 2025 in accordance with clause 2.10.17(b) of the ESM Rules.

This procedure opened for consultation on 22 January 2025 and the consultation process was scheduled to close on 20 February 2025.

AEMO decided to extend consultation in recognition that some members of the AEMO Procedure Change Working Group (APCWG) did not receive the initial notification email on 22 January 2025, which was mistakenly sent to a related mailing group. The WEM Procedure: Dispatch Settlement and Monitoring Data is scheduled to commence on Monday 2 April 2025.

Submissions

AEMO invited written submissions on the Procedure Change Proposal, including any alternative or additional proposals that may improve the procedure or better meet the State Electricity Objective under section 3A of the Electricity Industry Act 2004.

Respondents were asked to identify any parts of their submissions that they wished to remain confidential, and explain why. AEMO noted that, following consultation with a respondent, it may still publish that information if it did not consider it to be confidential.

When making a claim for confidentiality, AEMO encouraged respondents to familiarise themselves with Chapter 10 of the ESM Rules, which imposes obligations in respect to the release of documents.

Meetings

AEMO advised that, before the closing date for submissions, any person may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why they consider a meeting is necessary or desirable.

Subject to confidentiality restrictions, AEMO generally makes details of matters discussed at a meeting available to other stakeholders as part of the final published Procedure Change Report (or earlier, where applicable).

Closing Date and Time

AEMO advised that submissions in response to this Procedure Change Proposal were to be sent by email to  WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 5 March 2025.

All submissions were to be in electronic format (pdf or Microsoft Word) and should have used the Procedure Change Submission form.

AEMO was not obliged to consider submissions received after the closing date and time. Any late submissions were required to explain the reason for the delay and the detriment to the respondent if AEMO did not consider the submission.

Publication

AEMO advised that all submissions will be published on AEMO’s website, and that confidential information will not be published, other than as specified above.
