Stakeholder feedback informs early development of the 2026 TPSS

Following the 2025 Transition Plan for System Security (TPSS) submission period from December 2025 to February 2026, AEMO has considered stakeholder feedback as it commences planning for the 2026 TPSS.

Firstly, we thank all stakeholders who took the time to provide feedback on the 2025 TPSS. Your insights and contributions continue to play an important role in strengthening how we plan for system security as the power system continues to transition.

While formal consultation is not required under the National Electricity Rules, AEMO voluntarily opened the 2025 TPSS for submissions alongside broader engagement through targeted forums, one‑on‑one discussions and a public webinar. We received submissions from a diverse group of industry participants, technology providers and market bodies, reflecting the high level of interest in system security as the grid integrates more inverter‑based resources.

What we heard from stakeholders

Stakeholder feedback highlighted several consistent themes, including a desire to see:

  • Better visibility of system readiness as key transition points approach
  • More integrated system security approaches and transition point readiness
  • Clearer pathways for essential system services (ESS) as the system changes, and
  • Earlier and more targeted technical engagement.

We also received feedback on the structure and clarity of the TPSS itself, including recommendations to better explain changes between iterations and improve navigability for different stakeholder audiences.

Implementing feedback now and in the future

This feedback will directly inform the development of the 2026 TPSS.

In response to stakeholder feedback, we are progressing:

  • More targeted technical engagement during development, using existing forums where appropriate
  • Clearer explanations of ESS pathways and how they link to broader engineering and operational work
  • Integrating Engineering Roadmap reporting for a more cohesive view of system security planning and technical requirements
  • Progressing Type 2 trials to demonstrate how new technologies can deliver ESS in practice
  • Improved clarity on modelling, assumptions and changes since previous reports, and
  • Stronger visibility of system readiness and emerging risks.

AEMO will also continue to consider feedback that extends beyond the scope of the TPSS through broader engagement and planning processes.

Development underway on the 2026 TPSS

With consultation on the 2025 TPSS closed and all feedback received, development of the 2026 TPSS is now underway, planned for release in December 2026. Development will follow a staged approach, supported by ongoing engagement through existing forums and targeted discussions.

As part of this year’s report and future reports, AEMO will integrate NEM Engineering Roadmap actions into the TPSS to provide a more streamlined and coherent view of system security planning. This will also strengthen visibility of AEMO’s current technical understanding of what is needed to achieve power system security in a lower- or zero-emissions power system and the work underway to improve this understanding.

One final standalone Engineering Roadmap Priority Actions report will be published in July 2026 to report on progress against the 2025-26 priorities, ahead of integration of future NEM Engineering Roadmap actions into the TPSS report from the 2026 TPSS onward.
