The System Security Market Framework review carried out by the AEMC required AEMO to develop Power System Model Guidelines and System Strength Impact Assessment Guidelines.

The Power System Model Guidelines account for modelling requirements in the context of a rapidly changing generation mix and power system, allowing accurate investigation and management of new and emerging power system phenomena. The System Strength Impact Assessment Guidelines set out the necessary power system modelling and analysis methodology to understand and mitigate (if necessary) the impact of new or modified generation and market network service connections on system strength.

The consultation on these documents has concluded. AEMO extends its thanks to all the industry participants for their valuable feedback.
AEMO has determined to make the guidelines as set out below.

Power System Model Guidelines

The Guidelines, Data Sheets, Report and Determination are provided here. These Guidelines come into effect on 1 July 2018.

System Strength Impact Assessment Guidelines

The Guidelines, and Report and Determination are provided here. These guidelines come into effect on 1 July 2018.

These consultations were conducted under:

  • S5.5.7 of the National Electricity Rules (NER) for the Power System Model Guidelines; and
  • 4.6.6 of the National Electricity Rules (NER) for the System Strength Impact Assessment Guidelines.

The consultation was undertaken in accordance with the Rules consultation procedures detailed in rule 8.9 of the NER.

Additionally, AEMO sought an independent review of the Power System Model Guidelines and the System Strength Impact Assessment Guidelines. The review by PEACE® PLLC is available here (486 KB, pdf).

Consequential Changes to other Documents

The following guidelines previously referred to the Generating System Model Guidelines.  They have been updated to refer to the Power System Model Guidelines.
