Matter under consultation

AEMO has published contingency Frequency Control Ancillary Services (FCAS) Registration Guides to assist market participants in registering plant in the contingency FCAS markets.

Following a review, AEMO is proposing updates to these documents to provide clearer guidance on registration assessment expectations. These updates aim to improve transparency and certainty for participants during the registration process, ensuring facilities can demonstrate their technical capabilities and enabling more accurate verification of frequency response to enhance system security.

The review covers two documents:

Both Guides incorporate changes informed by feedback and insights from previous applications and compliance assessments. A summary of all proposed changes considered during consultation is provided in the Updates to Contingency FCAS Registration Guides Draft Report.

AEMO has conducted consultation on the draft Guides in accordance with the expedited process outlined in NER 8.9.3.

Submissions closed on 22 July 2026, and non-confidential submissions received are published below, as per AEMO’s consultation submission guidelines.

AEMO is currently reviewing submissions received through the consultation process and expects to publish the final Guides by 2 September 2026.
