Call for Submissions: System Restart Service – North Metro Sub-network of the SWIS

AEMO is calling for submissions from Market Participants to provide a System Restart Service (SRS) for the North Metro sub-network of the South West Interconnected System (SWIS). This is to address contract expiry in the sub-network and to ensure continuity of System Restart Services.

A System Restart Service forms a critical component of power system security in the Wholesale Electricity Market (WEM), enabling generating facilities to start without external power supply and support the re-energisation of the network following a major disruption.

Under the Electricity System and Market Rules (ESM Rules), AEMO must use reasonable endeavours to ensure the SWIS can be restarted and restored after a system shutdown or major supply disruption, and to procure System Restart Services to meet the System Restart Standard.

Tender overview

AEMO invites tender submissions from prospective providers capable of delivering a System Restart Service for the North Metro sub-network, in accordance with the System Restart Service Specification (2026) North Metro Electrical Sub-Network.

A submission made by a prospective System Restart Service Provider in response to a call for submissions, in accordance with clause 3.7.31 of the ESM Rules.

Submissions must be provided via VendorPanel in accordance with the Tender Guideline by 5pm AWST on 13 October 2026.
