On the 18th of December 2025, the Australian Energy Market Commission (AEMC) published the Real-Time Data (RTD) for Consumers Rule:

  • By 30 November 2026, requires AEMO to publish real-time data procedures that specify relevant RTD standards, protocols and technical requirements
  • From 2 May 2027, enables RTD Authorised Recipients (RTDARs) to be accredited by AEMO to access real-time data (with customer consent)
  • From 30 November 2028, changes the meter minimum services specification so that small customer metering installations will be able to communicate real-time data wirelessly
  • From 30 November 2028, requires Metering Coordinators (MCs) to facilitate access to real-time data following a Retailer's request 

The RTD Rule also introduces from 26 November 2026, MCs must respond to Retailer requests on energy ombudsman requests for information or assistance, which is not specific to the provision of RTD.

The publication of this Draft report commences the second stage of the standard rule’s consultation conducted by AEMO to propose changes to the Retail Electricity Market Procedures to implement the AEMC Real-Time Consumer Data rule.

This consultation is being conducted under clause 7.16.7 of the National Electricity Rules (NER), in accordance standard rules consultation procedure is described in NER 8.9.2.

AEMO has prepared a Draft Report to propose changes to the Retail Electricity Market Procedures to consider Real-Time Data.

AEMO invites written submissions from interested persons in respect to this Draft Report using the response template by 5.00 pm (Melbourne time) on 9th September 2026. Submissions must be sent to: [email protected]
