The abnormal condition notified in AEMO Electricity Market Notice 69829 is cancelled from 0510 hrs 07/09/2019.

Cancellation: The planned outage of Moorabool - Tarrone 500 kV line in the Victoria (VIC) region on 14 September 2019 has been cancelled.
Refer AEMO Electricity Market Notices 69708.
The Moorabool - Tarrone 500 kV line in the VIC region was planned to be out of service from 0630 hrs to 1800 hrs on 14 September 2019.
This planned outage has been cancelled.
All constraint sets associated with the outage have been revoked.

Contingency event more likely to occur due to abnormal conditions - Victoria and NSW region.
AEMO has identified that abnormal conditions exist in the Victoria and NSW region, namely severe weather which increases the risk of a contingency event occurring in the Victoria weather forecast districts Mallee, Wimmera, North Country, South West, Central and North Central and the NSW weather forecast districts Lower Western and Riverina.
Given the increased risk, AEMO has applied the following constraint to manage the impact of any such contingency event:
I-NIL_NW_SW_RISK from 1300hrs 06/09/2019.
Further notices will only be published to advise of any additional limitations, or when the abnormal conditions have ceased to impact the likelihood of a contingency event occurring.

Daily planned outages of Moorabool - Mortlake PS - Heywood 500 kV line in the Victoria region on 17.18, 19, 20,23,24 and 25 September 2019
The Heywood - Mortlake PS 500 kV line in the Victoria (VIC) region is planned to be out of service as follow:
-17/09/2019 from 0630 to 1800 hrs
-23/09/2019 from 0630 to 1800 hrs
-24/09/2019 from 0630 to 1800 hrs
-25/09/2019 from 0630 to 1800 hrs
Heywood no 2 500 kV bus in the Victoria (VIC) region is planned to be out of service as follow:
-18/09/2019 from 0630 to 1800 hrs
-19/09/2019 from 0630 to 1800 hrs
-20/09/2019 from 0630 to 1800 hrs
Both of these outages are concurrent with Moorabool - Mortlake PS 500 kV line outages. Refer to market notice MN 69313.
A credible contingency event during this planned outages could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.
The credible separation contingency is managed as follows:
- When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
- When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.
Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.
The following constraint sets have been invoked for outage of Mooorabool - Mortlake PS - Heywood 500 kV line.

At Balranald substation X32 and X52 220 kV circuit breakers have been commissioned which has reconfigured the former X5 220 kV Line as follows:
Balranald - Darlington Point X5 220 kV Line
Balranald - Buronga X3 220 kV Line

AGC Tuning in Tasmania
AEMO has identified a frequency oscillation issue in Tasmania when Basslink is out of service. AEMO will adjust the AGC (automatic generation control) in Tasmania starting from 1200 hrs today to reduce these oscillations.
AEMO will also be working with TAS participants to identify measures to reduce these oscillations
There will be no change to the mainland AGC settings and no change to the FCAS service procured in Tasmania.

There was an issue with the AEMO Sydney Data Servers with SCADA data transfer to the market systems being delayed
From 2223 hrs the market systems were connected to the AEMO Brisbane Data Servers using current data.
