Non-credible contingency event more likely to occur due to existence of abnormal conditions - NSW region.

AEMO ELECTRICITY MARKET NOTICE.

AEMO has identified that a non-credible contingency event is more likely to occur in the NSW region because of the existence of abnormal conditions, namely multiple large bushfires burning across NSW.

At the time of this notice there are two reclassifications in place, however the criteria for reclassification of any other non-credible contingency event have not been met, and there is a possibility of bushfires impacting multiple transmission elements in NSW.

Conditions can change rapidly and potentially impacted plant may change. Further notices will only be published to advise of any reclassification, or when the abnormal conditions have ceased to impact the likelihood of a non-credible event occurring.

AEMO has identified that a non-credible contingency event is more likely to occur in the NSW region because of the existence of abnormal conditions, namely severe, extreme and catastrophic bushfire conditions forecast for Tuesday 12th November 2019.

As at the time of this notice the criteria for reclassification of any non-credible contingency event have not been met, however there is a possibility of bushfires impacting multiple transmission elements in NSW on Tuesday 12th November 2019.

Conditions can change rapidly and potentially impacted plant may change. Further notices will only be published to advise of any reclassification, or when the abnormal conditions have ceased to impact the likelihood of a non-credible event occurring.

Cancellation: The planned outage of the Moorabool - Mortlake PS 500 kV line in the Victoria (VIC) region on 12/11/2019 has been cancelled.

Refer to AEMO Electricity Market Notices 71003.

The Moorabool - Mortlake PS 500 kV line outage was planned to be out of service from 0530 - 1700 hrs.

All constraint sets associated with this outage have been revoked.

Daily planned outage of Moorabool - Mortlake PS 500 kV line in the Victoria region on 11 and 12 November 2019

AEMO ELECTRICITY MARKET NOTICE

The Moorabool - Mortlake PS 500 kV line in the Victoria (VIC) region is planned to be out of service from 0530 hrs to 1700 hrs on the following dates:

-11/11/2019
-12/11/2019

A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.

The credible separation contingency is managed as follows:

- When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
- When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.

Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.

The following constraint sets have been invoked for this outage:

Reduction in load relief for mainland regions - 5 November 2019

AEMO ELECTRICITY MARKET NOTICE

Refer to market notices 69914, 70206, 70441 and 70645.

On 7th November at 1100hrs AEMO will reduce the load relief used in the FCAS constraint equations from 1.1% to 1.0% for all mainland regions. This will increase the amount of contingency FCAS enabled by AEMO.

This change is a part of AEMO's review of frequency in the NEM. The mainland load relief will be slowly reduced. Details were provided to market participants in an industry teleconference on 16 August 2019. AEMO will publish a report by the end of next week with further analysis of load relief during recent generator trips, information on the market impact of these changes and of any further changes to mainland load relief.

Market reporting for forecast extreme temperature in the Queensland region on 08/11/2019

AEMO ELECTRICITY MARKET NOTICE

AEMO's weather service provider has issued forecast temperatures for Queensland region that are equal to or greater than the Generation Capacity Reference Temperatures:

On 08/11/2019: Maximum forecast temperature 38 degrees C at Archerfield for the Brisbane area

Further updates to this advice may not be provided.

AEMO requests Market Participants to:

1. review the weather forecast in the local area where their generating plants are located and,

2. if required, update the generation levels in their dispatch offers consistent with the forecast temperatures.

Update to Moorabool - Mortlake 500 kV ine outages and concurrent outage of Heywood (Bus No.2) and Heywood - Mortlake line.

For Moorabool (MLTS) - Mortlake (MOPS) 500 kV line outages: refer to AEMO Electricity Market Notice 70360

For these outages please note change to the outage times of the MLTS - MOPS line outage as follows:
- on 07/11, 08/11. 09/11 and 10/11/2019 - planned outages time are from 0530 hrs to 1700 hrs (previously 0600 hrs to 1600hrs)

In addition, please note scheduled planned outage of the Heywood (HYTS) No.2 500 kV Bus on 09/11/2019 from 0530 hrs to 1730 hrs.
This bus outage offload Heywood M2 500/275 kV transformer and HYTS- MOPS 500 kV line
