The Moorabool - Haunted Gully and Haunted Gully - Tarrone 500 kV lines outages in the Victoria (VIC) region are planned to be out of service as follows:
1. From 0400 hrs to 1600 hrs on 11/12/2020.
2. From 0400 hrs on 12/12/2020 to 1600 hrs on 18/12/2020

The outage scheduled on 11/12/2020 is unable to proceed as the necessary conditions have not been met.

All constraint sets associated with this outage have been revoked.

The outage scheduled on 12/12/2020 is currently being reviewed.

NEM Local Temperature Alerts for SA from 10 Dec 2020 to 14 Dec 2020

AEMO ELECTRICITY MARKET NOTICE

AEMO's weather service provider has issued forecast temperatures equal to or greater than the NEM Local Temperature Alert Levels for listed weather stations below.

SA
Port Augusta Ap (39+ Deg C): 14th Dec

The NEM Local Temperature Alert Levels are:

Launceston Ti Tree Bend: 33 Deg C, Dalby Airport: 37 Deg C, for all other selected weather stations: 39 Deg C.

AEMO requests Market Participants to:

1. review the weather forecast in the local area where their generating units / MNSP converter stations are located and,

2. if required, update the available capacity in their dispatch offers or availability submissions consistent with the forecast temperatures.

Update: Planned outage of Moorabool - Haunted Gully and Haunted Gully - Tarrone 500 kV lines in the Victoria region on 15 December 2020

AEMO ELECTRICITY MARKET NOTICE

Refer to AEMO Electricity Market Notice 80955.

The Moorabool - Haunted Gully and Haunted Gully - Tarrone 500 kV lines in the Victoria (VIC) region were planned to be out of service from 0600 hrs to 1600 hrs on 15/12/2020.
Outage date has now been changed as follows;

1. from 0400 hrs to 1600 hrs on 11/12/2020.
2. from 0400 hrs on 12/12/2020 to 1600 hrs on 18/12/2020

A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.

The credible separation contingency is managed as follows:

- When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
- When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.

The following constraint sets have been invoked for this outage:

Optimisations to Automatic Generation Control (AGC) operation

AEMO ELECTRICITY MARKET NOTICE

Starting Wednesday 9 Dec through to approximately 15 Dec, AEMO will be undertaking some limited adjustments to AGC area tuning in the mainland regions to better cater for changes to frequency conditions that have occurred over the last few months. Specifically, AEMO will be progressively reducing AGC's internal deadbands to better optimise the use of Regulation FCAS resources.

Regulation utilisation rates have been trending lower as frequency performance has improved, and these changes aim to better match AGC actions to current frequency behaviour. AEMO will also be monitoring how this impacts the management of time error. Changes will be made slowly over a period of days so that AEMO can monitor impacts. AEMO may also choose to halt or reverse changes if any undesirable effects are observed.

No changes to the constraint equations governing Regulation FCAS volumes and procurement are included in these changes. Neither will individual generator AGC tuning be altered in this piece of work.

A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.

The credible separation contingency is managed as follows:

- When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
- When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.

Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.

Reduction in load relief in Tasmanian region - 9th December 2020

AEMO ELECTRICITY MARKET NOTICE

Further to MN 80127, on 9th December at 1000hrs AEMO will reduce the load relief used to determine FCAS requirements from 1.0% to 0.9% for the Tasmanian region. This will increase the amount of contingency FCAS enabled by AEMO in the Tasmanian region.

This change is a part of AEMO's review of frequency in the NEM. The Tasmanian load relief will be slowly reduced by 0.1% on a fortnightly basis from the current 1.0%. Details were provided to market participants in an industry teleconference on 4th December 2020. There will be no change at this stage to the Mainland load relief.

The next change is planned for 23rd December 2020.

Planned outage of Moorabool - Mortlake 500 kV line in the Victoria region from 01 March 2021 to 12 March 2021

Refer to AEMO market notice MN 80276.

The Moorabool - Mortlake 500 kV line in the Victoria (VIC) region originally planned to be out of service from 13/12/2020 1600 hrs to 21/12/2020 1600 hrs, has now been rescheduled to take place from 01 March 2021 1600hrs to 12 March 2021 1600hrs.

A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.

The credible separation contingency is managed as follows:
