AEMO ELECTRICITY MARKET NOTICE.

AEMO has identified that abnormal conditions exist in the South Australia region, namely severe weather which increases the risk of a contingency event occurring.

Given the increased risk, AEMO has applied the following constraint to manage the impact of any such contingency event:

Daily planned outage of Moorabool - Mortlake PS 500 kV line in the Victoria region on 25-28 November 2019

AEMO ELECTRICITY MARKET NOTICE

The Moorabool - Mortlake PS 500 kV line in the Victoria (VIC) region is planned to be out of service from 0600 hrs to 1600 hrs on the following dates:

-25/11/2019
-26/11/2019
-27/11/2019
-28/11/2019

A credible contingency event during this planned outage could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.

The credible separation contingency is managed as follows:

- When power transfer is from SA to Victoria, contingency lower FCAS will be sourced from SA.
- When power transfer is from Victoria to SA, due to the 47-52Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted on Victoria - South Australia interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.

Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.

The following constraint sets have been invoked for this outage:

Non-credible contingency event more likely to occur due to existence of abnormal conditions SA region. Wednesday 20th November 2019.

AEMO ELECTRICITY MARKET NOTICE.

AEMO has identified that a non-credible contingency event is more likely to occur in the SA region because of the existence of abnormal conditions, namely severe, extreme and catastrophic bushfire conditions forecast for the rest of Wednesday 20th November 2019 for the following districts:
Catastrophic Fire Danger - West Coast, Eastern Eyre Peninsula, Lower Eyre Peninsula, Mid North, Mount Lofty Ranges, Yorke Peninsula and Kangaroo Island. Extreme Fire Danger - Flinders and Lower South East. Severe Fire Danger - North West Pastoral, North East Pastoral, Adelaide Metropolitan, Riverland, Murraylands and Upper South East.

As at the time of this notice the criteria for reclassification of any non-credible contingency event have not been met, however there is a possibility of bushfires impacting multiple transmission elements in SA on Wednesday 20th November 2019.

Conditions can change rapidly and potentially impacted plant may change. Further notices will only be published to advise of any reclassification, or when the abnormal conditions have ceased to impact the likelihood of a non-credible event occurring.

Update on System Performance Testing in northwest Vic and southwest NSW on 21 Nov 2019

AEMO ELECTRICITY MARKET NOTICE

Refer to market notice 71173

The expected system conditions for 21 November 2019 have changed and it is no longer intended to perform the identified generator testing under National Electricity Rules clause 5.7.6 on that date. These tests will be scheduled for another date to be advised.

Participants are advised that it is now intended to conduct a maintenance activity on 21 November 2019 involving auto-reclose of a 220kV circuit breaker in northwest Victoria. The output of relevant generating systems will be consistent with currently applicable network constraints.

Reduction in load relief for mainland regions - 19 Nov 2019

AEMO ELECTRICITY MARKET NOTICE

Refer to market notices 69914, 70206, 70441, 70645 and 70930.

On 19th November AEMO published an update report in relation to mainland load relief. The report recommends continuing to reduce load relief in FCAS constraint equations from the present level of 1% until a target value of 0.5% is reached. AEMO will therefore continue reducing load relief by 0.1% every fortnight for all mainland regions, with the next reduction on November 21st at 1100hrs from 1.0% to 0.9%. This will increase the amount of contingency FCAS enabled by AEMO.

There will be no change at this stage to the Tasmanian load relief.

The next change (to 0.8%) is planned for 5th December 2019.

Market reporting for forecast extreme temperature in the South Australia region on 20/11/2019 and elevated temperatures in Victoria and New South Wales regions

AEMO ELECTRICITY MARKET NOTICE

AEMO's weather service provider has issued forecast temperatures for South Australia region that are equal to or greater than the Generation Capacity Reference Temperatures:

On 20/11/2019: Maximum forecast temperature 43 degrees C at Adelaide for the Adelaide area

Also, note that elevated temperatures are forecast in the New South Wales and Victoria regions from Tue 19/11/2019 to Thu 21/11/2019.

Further updates to this advice may not be provided.

AEMO requests Market Participants to:

1. review the weather forecast in the local area where their generating plants are located and,

2. if required, update the generation levels in their dispatch offers consistent with the forecast temperatures.
