An Actual LOR2 condition is declared for the South Australia region from 0220 hrs until further notice due to the planned outage of the Heywood No.2 500 kV busbar.

If a credible contingency event occurs during this period the South Australia region would separate from the rest of the NEM and is likely to result in interruptions to power supplies.

There are sufficient capacity reserves in the South Australia region to meet electricity demand but it may not be possible to bring the required additional capacity into service in time to avoid automatic under-frequency load shedding causing power interruptions.

Planned DAILY outage of Heywood to Tarrone PS 500kV line in Victoria region from 05/10/2016 0630 hrs to 07/09/2016 1530 hrs

AEMO ELECTRICITY MARKET NOTICE.

This market notice is FOR INFORMATION ONLY.

The Heywood to Tarrone PS 500kV line in Victoria Region is planned out of service DAILY from 0630 hrs on 05 October 2016 to 1530 hrs on 07 October 2016.

During this outage, a credible contingency can separate South Australia region from the rest of the NEM.

Under these circumstances, 35 MW of Raise and Lower regulation FCAS will be sourced from South Australia for the duration of this outage. In addition, consistent with AEMO existing procedures, adequate contingency FCAS lower requirements will also be sourced from South Australia at times when power transfer is from South Australia to Victoria.

The following constraint sets have been invoked for this outage:

AEMO has determined that the rolling sum of the uncapped market ancillary Lower Reg, Raise Reg services(s) prices for the SA region over the previous 2016 dispatch intervals has exceeded 6 times the cumulative price threshold (CPT) of $210,100.00.

In accordance with Clause 3.14 of the National Electricity Rules, AEMO has determined that an administered price period will commence at the dispatch interval starting 0400 hrs on 7 Sep 2016 and will continue through to the end of that trading day.

An administered price cap (APC) of 300 $/MWh will apply to all dispatch intervals during this administered price period. This APC will apply to all market ancillary service prices in the SA region.

An administered floor price (AFP) of 0 $/MWh AFP will apply to all market ancillary service prices.

AEMO will continue to monitor the rolling sum of the uncapped market ancillary service prices and issue further market notices as required.

RESERVE NOTICE MT PASA PUBLICATION 06 SEPTEMBER 2016

AEMO ELECTRICITY MARKET NOTICE

The MT PASA RELIABILITY_LRC results published on 06 September 2016 forecast shows low reserve conditions (LRC) in South Australia for Summer 2016-17 and Summer 2017-18. The results also shows LRC in Queensland for Summer 2017-18. AEMO will continue to monitor the situation and take appropriate actions, if necessary.

Please find the following information on some key inputs used in MT PASA:

Static minimum reserve levels (MRLs) have been specified for QLD, NSW and TAS regions as follows:

QLD: 913 MW
NSW: -1564 MW
TAS: 144 MW

The following optimum shared minimum reserve levels between Victoria and South Australia regions have been specified:

VIC Reserve >= 205.00
5.88 * VIC Reserve + SA Reserve >= 1237.88
1.33 * VIC Reserve + SA Reserve >= 228.00
0.43 * VIC Reserve + SA Reserve >= -40.53
0.23 * VIC Reserve + SA Reserve >= -147.55
SA Reserve >= -368.00

In order to remain consistent with the calculation of the minimum reserve levels, the following interconnector headroom constraints (net import/export limit constraints) have also been applied in MT PASA:

QLD: 0 MW of maximum net import into QLD.
NSW: 330 MW of minimum net export from NSW.
VIC: 940MW of maximum net import into VIC.
SA: 0 MW of maximum net import into SA.

Demand Side Participation included in MT PASA are:

Summer: QLD 147.5 MW, NSW 248.5 MW, VIC 141.8 MW, SA 120.2 MW and TAS 43 MW

Winter: QLD 147.5 MW, NSW 248.5 MW, VIC 85 MW, SA 120.2 MW and TAS 43 MW
