Guidelines for Intending Participants in the Generator category wanting to register in the National Electricity Market
The Intending Participant category of registration in the National Electricity Market (NEM) for a person applying in the Generator category, enables, among other things, the successful applicant to gain access to certain data under the National Electricity Rules (Rules). Application for the Intending Participant category is optional.
The Intending Participant Rule (Rule 2.7(a)) states:
Any person intending to act in any Registered Participant category may, on application for registration by that person in accordance with rule 2.9, be registered by AEMO as an Intending Participant if that person can reasonably satisfy AEMO that it intends to carry out an activity in respect of which it must or may be registered as a Registered Participant.
Thus, AEMO must be reasonably satisfied that the applicant intends to carry out the activity.
AEMO is receiving an increase in the number of applications and inquiries regarding Intending Participants in the Generator category. These applicants regularly seek guidance from AEMO on what AEMO requires to be “reasonably satisfied”.
The ‘AEMO Intending Participant Guidelines – Customer and Generator’ document has been developed to clarify the information AEMO’s internal committee requires in its assessment of each intending application. It follows the review of information that is required to meet the registration requirements for an Intending Participant and seeks in particular to ensure that data is made readily available for those wishing to build generation in the NEM.
