Should a Scheme short-fall event occur the Scheme Operator will, in accordance with the requirements of the Rules, determine a bid stack for dispatch of gas and DSM offers that address the short-fall event. Supplies of gas and DSM that qualify will be dispatched in the order determined by the bid stack for the event. If the gas and DSM is insufficient to address the short-fall, there is also provision for curtailment of end users whose gas supplies are not being delivered to market. It should be noted that nothing in the Scheme overrides the existing arrangements for curtailment of gas load if required to protect the safety and security of the gas network.
Following supply of the gas or DSM the suppliers will be paid for their gas and DSM and the Scheme Operator will recover these costs from parties in the gas market who caused the short-fall event.
Participation in the Scheme by Gas Producers and Gas Shippers to supply gas or by large End Users, Aggregators or Authorised Suppliers to supply demand side management (DSM) is completely voluntary. A Shipper, Large End User, Aggregator or Authorised Supplier must use or represent a gas load in NSW of at least 500TJ per year.

At any point during the normal day to day operations of the Scheme, the Scheme Operator may receive notices from Scheme Participants.
