Assessment of Material Inter-Network Impact

The National Electricity Rules (“the Rules”) defines a material inter-network impact as

A material impact on another Transmission Network Service Provider’s network, which impact may include (without limitation):

(a) the imposition of power transfer constraints within another Transmission Network Service Provider’s network; or
(b) an adverse impact on the quality of supply in another Transmission Network Service Provider’s network.

Clause 5.6.3 (i) of the Rules states that:

The AEMO must develop and publish, and may vary from time to time, an objective set of criteria for assessing whether or not a proposed transmission network augmentation is reasonably likely to have a material inter-network impact, in accordance with the Rules consultation procedures. In developing the objective set of criteria referred to in this clause, the AEMO must have regard to the relevant guiding objectives and principles provided by the AEMC and the advice of the jurisdictional planning representatives.

Criteria were developed by the IRPC, in accordance with the Code consultation requirements in clause 8.9 of the National Electricity Code, and published on 21 October 2004, and continued to operate under the National Electricity Rules.

Prior 1 July 2009 the obligation to develop criteria for material inter-network impact was on the IRPC. Under transitional arrangements (clause 11.22.3) these criteria are deemed to be the criteria published by AEMO under clause 5.6.3(i), except to the extent that the criteria are varied by AEMO.
