Congestion Related Policies & Processes
These documents are updated whenever there is a change to the related policy or process. A list of some of the policies and procedures contained in the interim CIR is set out below:
- Constraint Naming Guidelines
- Constraint Formulation Guidelines
- FCAS Constraint Equations
- Basslink Energy and FCAS Equations
- Dispatch Constraint Violation Penalty Factors
- Confidence levels, Offsets and Operating Margins
- Generic Constraints due to Network Limitations SO_OP3709
- Constraint Frequently Asked Questions
Education Material
AEMO runs a two-day workshop that offers participants a better understanding of how and why Network and FCAS Constraints are used to manage the power system and the effect they may have on the market. For more information about AEMO's Education Program go to: http://www.aemo.com.au/corporate/education.html
Network Status & Capability
This section of the interim CIR contains information relating to physical status of the electricity transmission network, and its capability to transfer power between network locations. This includes information about the following:
- Network Outage Scheduler (NOS) – updated every hour
- Transmission Equipment Ratings (TER) reports – updated when AEMO receives new information and loads it into their EMS.
- Market Information on Planned Electricity Network Outages – published monthly (via AEMO Communications)
- Plain English Constraint Equation converter
AEMO has developed a tool which allows registered participants to view constraint equations IDs belonging to a constraint set ID, along with "Plain English" descriptions of the constraint equations. This tool is available to market participants via the MMS Web Portal. For details on getting access to the MMS Web Portal please review the instruction guide in MMS Access or contact the AEMO Helpdesk on 1300 300 295.
Statistical Reporting Schemes
This section of the interim CIR contains continuous reporting streams that provide stakeholders with specific views of the congestion that are updated regularly through time. These reports aim to provide information at a higher level than that of raw data, so that trends might be revealed in the specific reporting area. These reports may include:
- Constraint Report 2009
- Comparison of Regional and Locational Prices – will be updated quarterly
- Interconnector Quarterly Performance Report
- Interconnector Limits for MT PASA – updated as required.
- Power System Incident Reports
Issues & Transitional Arrangements
Network congestion management is an area that is often the subject of development and change in the NEM. It is therefore important that the CIR provides users with a portal to the most significant current developments that impact network congestion.
