One of the features of the ancillary service market is that the costs for the frequency control regulation services are to be allocated in accordance with the contribution factors, as set out in clause 3.15.6A of the National Electricity Rules and detailed in the following Causer Pays Procedure.

Under the Rules, AEMO must update these contribution factors every 4 weeks and publish the factors at least 10 business days prior to them being applied in the market.
The Rules also require AEMO to publish the historical data used to calculate these factors. This historical data is available on the AEMO web site at http://www.aemo.com.au/data/asdata.html.
Final factors used in settlements may vary slightly from previously published values due to minor error corrections.
In accordance with the Causer Pays Procedure and from 1 January 2009, AEMO will calculate contribution factors normalised according to region demand.

AEMO has determined amended contribution factors for the application period from 25 July 2010 to 21 August 2010. This is because a further period of data (14 June 2010 06:40 hrs to 13:45) has been identified requiring exclusion from the process to determine the contribution factors.
The following dispatch intervals were discarded in the contribution factor calculation process for the QLD, NSW, VIC, and SA regions for the application period 25 July 2010 to 21 August 2010, for reasons other than effect of contingencies:
- 08 June 2010 16:10 to 16:25
- 14 June 2010 06:40 to 13:45
- 01 July 2010 10:00
- 01 July 2010 11:45 to 12:05
The following dispatch interval was discarded in the contribution factor calculation process for the TAS region for the application period 25 July 2010 to 21 August 2010, for reasons other than effect of contingencies.
