Fast Start Unit Inflexibility Profile Model

Modelling of the "Fast Start Inflexibility Profile" (FSIP) has given rise to a number of potential dispatch and pricing anomalies which needed to be resolved prior to commencement of the NEM. Anomalies included:

• overcommitment of plant, particularly where T1 is longer than 5 minutes;
• cycling of plant in and out of service;
• incorrect dispatch where T1+T2 < 5 minutes.

The objectives of the implementation were:

• a reasonable balance of dispatch certainty and decentralised control for fast start generators;
• acceptable pricing outcomes;
• practical to implement in participant and AEMO IT systems;
• acceptable from a AEMO NDSC and power system control perspective.
