Ergon Energy Corporation Limited Final Report – Supply To Northern Toowoomba Area Emerging Distribution Network Constraint

Where the technical limits of a distribution system will be exceeded and the rectification options are likely to exceed $10M, Ergon Energy is required under the National Electricity Rules s5.6.2(f) to consult with affected Registered Participants, AEMO and Interested Parties within the time required for corrective action and meet certain requirements, including undertaking analysis that satisfies the AER’s Regulatory Test, in selection of an appropriate solution.

Ergon Energy is responsible (under its Distribution Authority) for electricity supply to the Toowoomba area in southern Queensland.  We had identified emerging limitations in the electricity distribution network supplying northern Toowoomba.  Ergon Energy published a Request for Information relating to this emerging network constraint on 7 October 2009.

Subsequent to the reporting of this emerging limitation new network reliability criteria have been adopted and the expected demand levels on the network in this area have reduced considerably.  The combined result of these factors is that there is no longer an emerging constraint, and as such there is no longer a need to follow the Regulatory Test process for establishment of a new large distribution network asset.

In accordance with the requirements of the National Electricity Rules this is now a Final Report where it is Ergon Energy’s decision that no large new assets are required at this time and that no further Regulatory Testing is applicable at this time.
