ElectraNet Proposed New Transmission Network Asset : Templers Supply Augmentation

ElectraNet is proposing to construct a new 275 /132 kV substation at Templers West.  The need for this new substation is twofold.  First, as a consequence of ongoing load growth within the Barossa area, ElectraNet will be unable to satisfy the NER requirement to maintain adequate voltages under peak load contingency conditions at the Templers, Dorrien and Roseworthy connection points without interrupting load after the summer of 2009/10.

In addition, the 1 July 2008 Electricity Transmission Code upgraded the reliability standard that applies to the Templers and Dorrien connection points. The upgraded standard requires continuous N-1 transmission line and transformer capacity into the Templers and Dorrien connection points by no later than 30 June 2011. This means an interruption of supply at either of these connection points as a result of a single contingency will no longer be acceptable.

ElectraNet developed a number of network and non-network potential solutions and has determined that the construction of a new 275/132 kV substation adjacent to ElectraNet’s existing Templers 132/33 kV substation represents the least cost net present value solution and therefore satisfies  the Regulatory Test for reliability augmentations.

The Final Report presents the technical and economic justifications for the proposed new large transmission network asset which has an estimated total capital cost of $35.9m. In accordance with the ETC reliability standards, the augmentation must be commissioned and commercially available by 30 June 2011.
