AEMO has completed the consultation on:
- Metrology Procedure: Part A National Electricity Market version 3.0; and
- Metrology Procedure: Part B: Metering Data Validation, Substitution and Estimation Procedure for Metering Types 1 – 7 version 5.0.
The consultation was conducted under clause 7.14.1 of the National Electricity Rules (Rules) in accordance with the Rules consultation procedures detailed in clause 8.9 of the Rules.
Scope of Metrology Procedure Changes
The changes under the consultation were developed as a result of the AEMC’s Final Rule Determination:
National Electricity Amendment (Provision of Metering Data Services and Clarification of Existing Metrology Requirements) Rule 2010.
This Rule change became effective on 16 December 2010.
The Rule change introduced Metering Data Providers (MDP) into the Rules framework and transferred responsibility for metering data services from AEMO to the Responsible Person. Restructuring of Chapter 7 of the Rules and amendment, removal or creation of various metering data terms (Chapter 10 of the Rules) to ensure consistency and clarity in the Rules were also introduced
The key features of the Rule change are:
- The creation of a new category of metering service provider: Metering Data Provider, including the accreditation, registration and dispute resolution processes to be applied.
- The transfer of responsibility for metering data services to the Responsible Person. For connection points where the TNSP is the Responsible Person, AEMO will retain responsibility for the provision of metering data services.
- Creation of service level procedures in the Rules that will apply to Metering Providers and Metering Data Providers.
- Changes to metering data terms for consistent application across the Rules.
- Restructuring of clauses in Chapter 7 to facilitate a more coherent organisation of the Rules pertaining to metrology.
This consultation also addressed the issue of duplication of Rules provisions in the Schedules of Metrology Procedure: Part A, the result of which are:
- Obligations and requirements that are not covered in the Rules will be removed from the Schedules and relocated to a relevant section within the Metrology Procedure;
- Obligations and requirements that are covered in the Rules will be removed from the NEM Metrology Procedure.

AEMO received nine submissions from participant organisations on the second round of consultation.
Following review of these submissions and consultation with the Metrology Reference Group, a Final Determination was developed.

The Final Determination was issued on 29 July 2011.
The effective date of these Procedures is 31 October 2011.
