This notice informs all National Electricity Market Registered Participants, Metering Service Providers, Intending Participants and interested parties that AEMO has completed consultation on the Service Level Procedure Metering Data Provider Services Category D for Metering Installations Types 5, 6 and 7 and has published the Final Determination.
The procedure has been updated to facilitate the implementation of the AEMC’s Final Rule Determination: National Electricity Amendment (Provision of Metering Data Services and Clarification of Existing Metrology Requirements) Rule 2010. The key features of version 41 of the Rules include:
- The creation of a new service provider category of Metering Data Provider, including the accreditation, registration and dispute resolution processes to be applied.
- The transfer of responsibility for metering data services to the responsible person for all connection points except where the Transmission Network Service Provider is the responsible person. For these connection points AEMO will retain responsibility for the provision of metering data services.
- Creation of service level procedures in the Rules that will apply to Metering Providers and Metering Data Providers – the consultation.
- Changes to metering data terms for consistent application across the Rules.
- Restructuring of clauses in Chapter 7 to facilitate a more coherent organisation of the Rules pertaining to metrology.
The scope of this consultation relates to the consequential update of the current,
‘Service Level Requirements, Metering Data Collection, Processing and Delivery Services for Metering Provider Category Type 5D, 6D and 7D’ to the new
‘Service Level Procedure: Metering Data Provider Services Category D for Metering Installations Type 5, 6 and 7.
The scope of changes relate to:
- Translation of the old procedure into the same format and layout as that used for the current Metrology Procedure and Service Level Procedure: Metering Data Provider Services Category D for Metering Installations Type 1, 2, 3 and 4’. A detailed tracking sheet on how this has been achieved is provided with the consultation documents. Translation into the new procedure included:
- a. Appropriate ‘language’ changes to remove ambiguity and provide added clarity;
- b. Text statements changes to utilise ‘must’ action words for clear functions of the Metering Data Provider system or process;
- i. Changes to reflect new regulatory head of power for Metering Data Providers under the Rules;
- ii. Changes to correct errors or omissions;
- iii. Changes include new clauses.
- c. New clauses in relation to the use of sub contractors, system upgrades and or platform changes that were originally part of the now obsolete Deed structure;
- d. New clauses in relation to the Dispute Resolution process as detailed by clause 8.2 of the Rules;
- e. New section for Type 7 processes to provide added clarity;
- f. New section for non-compliance, de-registration and accreditation as detailed by clause 7.4.3(a) of the Rules; and
- g. Inclusion of new industry terms.
