This notice informs all National Electricity Market Registered Participants, Metering Service Providers, Intending Participants and interested parties that AEMO has published the final determination on the National Electricity Market Rules consultation on the Meter Churn Procedure (for the financially responsible Market Participant).
The procedure has been updated to facilitate the implementation of the AEMC’s Final Rule Determination: National Electricity Amendment (Provision of Metering Data Services and Clarification of Existing Metrology Requirements) Rule 2010. The key features of version 41 of the Rules include:
- The creation of a new service provider category of Metering Data Provider, including the accreditation, registration and dispute resolution processes to be applied.
- The transfer of responsibility for metering data services to the responsible person for all connection points except where the Transmission Network Service Provider is the responsible person. For these connection points AEMO will retain responsibility for the provision of metering data services.
- Creation of service level procedures in the Rules that will apply to Metering Providers and Metering Data Providers.
- Changes to metering data terms for consistent application across the Rules – this consultation
- Restructuring of clauses in Chapter 7 to facilitate a more coherent organisation of the Rules pertaining to metrology – this consultation.
The scope of this consultation relates to the consequential update of the current,
- ‘Meter Churn Procedure (for the financially responsible Market Participant).
The scope of changes relate to:
- Application of new regulatory head of power for the Meter Churn Procedure under the Rules. (New Rule requires the previously established ‘Meter Churn Guidelines’ to become a procedure under the Rules).
- Amended the style and layout of the document text;
- Undertaken changes to correct errors or omissions, remove ambiguity and provide added clarity;
- Clarified applicable scenarios, process and effects;
- Structure changes to maintain consistency in format and layout; and
- Inclusion of new industry terms.
The collective materiality and volume of changes are such, that this document is submitted for consultation as a new procedure.
