MSATS Procedures: Final Determination

This notice informs all National Electricity Market Registered Participants, Intending Participants, Service Providers and interested parties (‘Consulted Persons’) that AEMO has completed the consultation on MSATS Procedures: CATS Procedure Principles and Obligations version 3.6 and MSATS Procedures: Procedure for the Management of Wholesale, Interconnector, Generator and Sample (WIGS) NMIs version 3.6.
The scope of consultation relates to the following process within MSATS;
- QC 7555-784 Customer Classification
The introduction of the National Energy Customer Framework (NECF) package places new obligations on Retailers and Distribution Network Service Providers (DNSP), with respect to the classification of customers. Due to the anticipated volume of transactions, participants require automated transactions to meet their regulatory obligations, thus a new change reason code and new fields for the update of the two new Customer Classification Code fields are proposed to be implemented.
- QC 794 - Provision of NMI Checksum and NMI Standing Data
The introduction of the National Energy Customer Framework (NECF) package places new obligations on Local Network Service Providers (LNSP), with respect to providing NMI Checksum and NMI Standing Data to Retailers. Due to the impending implementation of the new obligations, text changes are proposed to the ‘Obligation by Role’ for the LNSP in regards to providing NMI Checksum and NMI Standing Data.
The consultation was conducted under clause 7.2.8 of the National Electricity Rules (Rules) in accordance with the consultation requirements in clause 8.9 of the Rules.
AEMO received six submissions representing thirteen participant organisations from the second round of consultation, which has now closed.
Following review of these submissions, a Final Determination has been prepared. The Final Determination and associated documents can be viewed below.
